Inspectors first discovered chemical mixtures leaking from a Freedom Industries storage tank into the Elk River on 9 January 2014. The Elk River provides drinking water for some 300,000 Charleston-area residents, who for several days relied on water that was trucked in by the National Guard and other groups. The disruption cost local businesses more than $61 million, according to preliminary estimates, but the incident also carried a heavy intangible cost for the anxious public.
